Two drivers with the same car and the same clean record can pay wildly different premiums, and the biggest reason is often the state on their license. Insurify put the national average for full coverage at $187 a month in fall 2026. Drivers in the cheapest state paid less than half of that.
The cheapest states for car insurance in 2026
New Hampshire sits at the top of most cheap-state lists. Insurify data from fall 2026 put full coverage there at about $82 to $84 a month, against a national average of $187. A filed-rate benchmark from InsuranceQuotes, built from rates insurers filed with state regulators in August 2026, tells a similar story with a different order: Vermont was cheapest for full coverage at $1,546 a year, followed by Ohio, New Hampshire, Maine, and Hawaii.
The exact ranking moves depending on whose sample you use, because each company prices a slightly different driver. The pattern underneath stays steady. The cheap states are mostly rural or small-city states with low traffic density, fewer theft claims, and milder weather losses.
What makes a state cheap
Insurers price the claims they expect to pay in your ZIP code, and state rules shape those claims. States tend to run cheap when several of these line up:
- Fewer drivers per mile of road, which means fewer multi-car crashes
- Lower rates of vehicle theft and vandalism
- Less severe weather: no hurricane coast, fewer hail corridors
- Lower medical and repair costs, which shrink every claim check
- Liability rules that keep lawsuit payouts modest
North Carolina is a good example of regulation doing real work. Its state rate bureau reviews insurer filings, and Insurify has repeatedly placed it among the lowest-cost states, with full coverage around $113 a month in one 2026 state ranking.
How much state minimum coverage costs in cheap states
Full coverage is the expensive version. If you carry only your state’s required minimum liability, the numbers drop hard. The same InsuranceQuotes benchmark put state-minimum coverage at $986 a year nationally, and far less in the cheapest states. Vermont’s filed rates for minimum coverage ran a few hundred dollars a year for the benchmark driver. Compare that with the most expensive states for car insurance, where minimum coverage alone can top $1,500 a year.
What to do if your state is not cheap
You cannot move your rating territory without moving house, and faking a garaging address is insurance fraud. What you can control is the company. Insurers weigh the same state data differently, so the gap between the highest and lowest quote in an expensive state is often wider than the gap between two states. Start with the cheapest car insurance companies in 2026 and get quotes from at least three of them.
If you are genuinely relocating, read how moving to a new state changes your premium before you go. A move from Maryland to New Hampshire is worth roughly $2,600 a year at Insurify averages. A move across town is worth nothing at all.
The honest takeaway
Cheap-state drivers pay less because their neighbors file fewer and smaller claims. You get a slice of that luck if you live there. Everyone else has to earn the discount the slow way: clean record, sensible coverage limits, and a fresh round of quotes every year or two.
